Sandy Posey (vastly under rated and spent a lot of her career doing backing vocals for others)
Dolly Parton (not so much for her voice but as an overall talent, Singer, Songwriter, Musician, Business Woman)

Whitney Houston and Mariah Carey need mentioned on vocal ability alone, but I hated them singing. It alwasy seemd like they thought their voice was more important than the song.
I'll agree on the above list with Stevie Nicks, Instantly recognisable.
Linda Ronstadt and Emmylou Harris, I also agree with. I'm wrecking my brain trying to think of the name of a thrid singer who used to do backing vocals for both of them. The lady also had solo albums that both Ronstadt and Harris did backing vocals on. I'll write the name down when I remember it.
One a closing note, here is a video I love, now that I know the story behind it. Carol King revealed what was happening here during an interview once.
I never could stand listening to Aretha Frankin. Like Whitney and Mariah, she over sings everthing and she thinks the song is about her. Only differnce is "I think" she is massivlely over rated. An example to the emperors new clothes. Everyone else says she's good so she must be. Listen to her 10 minute version of Amazing Grace. Rating by critics as the best ever performance of the song. In truth it's poison.
Anyway ...
According to Carol King, in this video, it was supposed to be an equal performace between the women. Aretha Franklin stated to sing over the top of the others and it starts to irrate Celine Dion. You can see on her face she is not pleased. Suddenly she has had enough and looks straight at Aretha Franklin and hits a note Franklin will not match. Look close, you can see the others laughing. Franklin actually makes two attemps to hit the note and fails and the song ends with her shrugging her shoulders. She knew she got her ass handed to her that night.

Not in any order, though Beth Hart really does take some beating, if anyone could it would have been Ann Wilson back in the day.
All these ladies have prefect voices. No tricks no electronic magical boxes. What they sang in the studio was brilliant but even better live, and yes Miley Cyrus has one of the best voices of this modern era. I didn't include Dolly, because vocally the others have a huge edge.
